teamsters
strike
and
excessive
rains
were
given
as
reasons
for
delay.
It
was
also
pointed
out
that
the
chief
func-
tion
of
the
structure
was
to
provide
for
storage
of
manure
during
the
winter
months.
We
grant
the
Motion
To
Modify
Board
Order
to
extend
the
completion
date
to
November
1,
1974.
The
delay
is
beyond
the
control
of
Resporidents~
this
postponement
should
not
create
any
pollution
problems.
