    CONCURRING OPINION (by J. Theodore Meyer):
    I am concurring simply to point out that the second hearing, appeal and decision in this
    matter were unnecessary and an unfortunate waste of county, state and citizens time, and
    taxpayer’s money. There were no
    ex parte
    contacts during the county’s first siting hearings,
    and its original decision to approve local siting for LandComp should have been upheld.
    For these reasons, I concur with the majority opinion.
