    ORDER OF THE BOARD (by J. Theodore Meyer):
    On June 2, 1997 the Illinois Environmental Protection Agency (Agency) filed a
    proposal for rulemaking to amend the rules found in 35 Ill. Adm. Code Part 611 to cross
    reference the Agency’s own laboratory accreditation rules proposed as Part 186. On June 13,
    1997 the first notice publication of the Agency’s proposed Part 186 lab accreditation rule was
    published in the Illinois Register. (21 Ill. Reg. 6948-7061 (June 13, 1997).)
    The Board today finds that the proposal for rulemaking contains the information
    required by 35 Ill. Adm. Code 102.121. Accordingly, the Board accepts this matter for
    hearing pursuant to 35 Ill. Adm. Code 102.160(b).
    The Board, however, on its own motion stays hearings on this proceeding for 120 days.
    If the Board held hearings on the cross-reference proposal before Part 186 becomes final, the
    public could confuse the two proceedings and discuss the merits of the Agency’s Part 186
    proposal during the Board hearings. The purpose of the Board hearings in this matter is to
    discuss the proposed amendments to the rules in Part 611. In addition, should the Agency
    have to make substantial revisions to Part 186 in response to comments from the Joint
    Committee on Administrative Rules or the public, the Agency may have to make revisions to
    its Part 611 proposal as well. Therefore, the Board prefers to hold its hearings until after the
    Part 186 rules are finalized.
