OPINION AND ORDER OF THE BOARD
(by Mr. Dumelle):
The above two Petitioners request a variance from the limit
of 0.02 mg/I for copper found in Rule
203(f)
of the Water Pollution
Rules
in order to apply copper sulfate
to public water supply
reservoirs to control algae
growth.
The Board ordered additional
information concerning actual dosages, frequency of application,
and the resulting copper concentration in the respective raw
water intakes in each
of the petitions.
Both of the Petitioners
complied with the Board’s order.
The Agency has recommended
a grant in both cases
subject
to certain conditions.
The Board has previously granted several variances for appli-
cation of copper sulfate
to control algae growth in public water
supply reservoirs
this year
(City of Nashville,
PCB 74-35,
(April
18,
1974)
and City of Harrisburg
et
al
v.
EPA, PCB 74-61 et
al
~May 2,
1974)).
For the reasons detailed in the Nashville Opinion,
the Board has decided
to grant each of the requested variances
subject to the conditions found in the respective Agency recommendo-
tions,
Both Villages were granted variances
to apply copper
sulfate
in the 1973 algae growth season.
One condition of both
of these variances was
that copper concentration in the Village
of
Norris
City’s water intake
shows
that copper concentration exceeded
this
limitation.
Therefore,
the Board
agrees with the Agency th~t
Norris City?s
rate of application for copper sulfate be reduCed
from
800 to
600 pounds of copper sulfate per monthly treatment~

law:
ORDER
Each Petitioner is hereby granted a variance from Rule
203(f)
of the Water Pollution Rules subject to the following
conditions:
1.
Village
of Sorento
a.
That the copper sulfate treatment be limited to
one treatment every two weeks
for the month of June through
and including September,
1974
b.
That copper sulfate dosage not exceed 100 pounds
per treatment
c.
That copper concentrations in the raw water intake
to the treatment plant never exceed the 1.0 milligram per
liter recommendation of the U.S. Public Health Service
Drinking Water Standards
d.
That the copper concentration in the reservoir be
measured immediately prior to and after each copper sulfate
treatment, and the results
of the measurement be submitted
to the Environmental Protection Agency on
a monthly basis.
2.
Village of Norris City
a.
That
the. copper sulfate
treatment be limited
to one
treatment per month for the months
of April through and
including September,
1974
b.
That Petitioner would, whenever possible,
avoid treating
the reservoir near the raw water intake pipe
c.
That the copper sulfate
dosage not exceed 600 pounds
per treatment
d.
That the copper concentrations in the raw water intake
to the treatment plant never exceed 1.0 milligram per liter
recommendation of the U.S. Public Health Drinking Water Standard
e.
That the copper concentration of the reservoir be
measured immediately prior to and after each copper sulfate
treatment, and the results
of the measurement be submitted
to the Environmental Protection Agency on
a monthly basis.
f.
That the Village of Norris City obtain commercial field
testing equipment for copper for use
in monitoring
the copper
level of raw water intake during time
of treatment and keep
records
of such tests
for Agency review.
