    OPINION AND ORDER OF THE BOARD (by Mr. Seaman):
    The Petitioner1s, R. R. Donnelley & Sons Company, Motion for
    Extension of Variance was filed with the Agency on March 26, 1974.
    The Petitioner operates three commercial printing plants in
    Chicago. The plants use rotogravure and heatset presses.
    On May 10, 1973, the Pollution Control Board granted Petitioner
    a one-year variance from Rule l03(b)(6)(E) and 205(f) of the Mr
    Pollution Control Regulations in order to al1o~i Petitioner time to
    replace and modify afterburners associated with the heatset presses.
    In its Order, the Board stated:
    This variance is in contemplation of a fur-
    ther variance.., indicating completion and
    compliance by July 30, 1974. The Company
    may petition for such further variance upon
    a showing of satisfactory progress in pur-
    suance of said schedule.” PCB 72-410

    Petitioner is now seeking to have its original variance extended
    until July 30, 1974 with respect to those of its heatset presses which
    will not be in compliance with Rule 205(f) by May 10, 1974. Petitioner
    is also seeking a variance from Rule 104.
    The Environmental Protection Agency1s surveillance personnel
    visited Petitioner’s facilities on April 2, 1974 in order to ascertain
    the current degree of compliance with Rule 205(f). The following
    observations were made:

    a. Of the 27 heatset presses which were the
    subject of the original variance, 23 are
    now in compliance with Rule 205(f).
    Compliance was achieved by installation of
    catalytic afterburners.
    b. Pre-wiring and pre-pipirig on afterburners
    #Y-ll6 and #Y-l20 is in progress. The
    two afterburners are expected to be fully
    operational by May 10, 1974.
    c. Ductwork and installation of afterburners
    #D-30 and #Y-12l is in process. The two
    afterburners are expected
    to be fully
    operational by July 30, 1974.
    The afterburners which are currently in operation have
    reduced emissions of photochemically-reactive hydrocarbons
    from each press to within the limits of Rule 205(f).
    The Agency has received no complaints from persons living
    or working in the vicinity of Petitioner’s facilities regarding
    emissions from the plants or extension of the variance.
    Considering the degree of compliance already achieved
    by Petitioner, the Agency feels that denial of the limited variance
    now sought by Petitioner would impose an arbitrary and unreasonable
    hardship.
    This Opinion constitutes the findings of fact and conclusions
    of law of the Board.
    IT IS THE ORDER of the Pollution Control Board:
    1. That Petitioner be granted a variance from Rules
    l03(b)(6)(E), 104, and 205(f) from May 10, 1974, until July 30, 1974
    with respect to press
    #D-30 and press #Y-21;
    subject
    to
    the foflowing
    conditions:
    a. Petitioner shall continue to submit monthly
    progress reports to the Agency describing the status
    of construction and installation of the afterburners.
    b. Petitioner shall notify the Agency on the
    date all afterburners are fully operational.
