    Petition filed April 23, 1974 is inadequate.
    The exact
    rules and regulations from which variance is desired are not given.
    No factual data are given as to the “excessive” costs for equip-
    ment or contracting and this allegation is wholly conclusory.
    No data are presented giving effluent strengths of the
    discharge of the sewage plant nor
    is a description of the receiving
    water and the effects of the discharge upon it given.
    Petitioner is ordered to submit an amended petition within
    45 days from the date of this order providing the required infor-
    mation.
    Failure to timely file the material required shall make
    the petition liable to dismissal for inadequacy.
    The 90-day decision period provided

    from the date of filing of the amended petition.
