Supplemental Statement (by Mr. Dumelle):
While
I agree with the Opinion and Order in this
case,
I
would like to point out an area of concern to me.
Paragraph 2 of the Order provides for particulate tests
at each burn but no mention is made of tests for heavy metals.
The record is not clear as to the composition of the
~hazardous substances” to be burned in this incinerator but
we can assume that metallic contents may be present. I would
suggest that the particulates be analyzed not 9nly for weight
but for the type of metal.
Airborne emissions of mercury, cadmium, nickel, lead, and
chromium, for example, could pose hazards to humans if ingested.
And deposition upon street pavements or elsewhere in any water-
shed could result in eventual relocation of these metals to
watercourses or to Lake Michigan.
