    ORDER OF THE BOARD
    (by Mr. Dumelle):
    Commonwealth Edison Company
    (hereinafter “Petitioner”)
    filed a Petition For Modification Of Order on January
    29,
    1975.
    This petition sought a modification of an order dated
    January
    3,
    1975 which granted Petitioner
    a variance from the
    particulate limitations
    found in Rule 3-3.112 of the Rules
    and Regulations Governing the Control of Air Pollution
    (hereinafter
    “Air Rules”)
    as they apply to units 1 and 2 at
    the Sabrooke Generating Station located in Rockford,
    Illinois.
    In the previous variance case, Petitioner was granted
    a
    variance until January 30, 1975 for Sabrooke Units
    1 and 2.
    Unit
    1 was removed from service on January
    9,
    1975.
    Petitioner
    states that Unit
    2 is currently being operated in accordance
    with the restrictions
    set out within the order in Commonwealth
    Edison Company v.
    EPA, PCB 74-16
    (January 3,
    1975).
    Petitioner
    states that the Sabrooke Unit 3, which utilizes distillate
    oil as
    fuel, will be operational on February 15,
    1975.
    Petitioner seeks
    a two week extension of the previously
    granted variance in order to utilize Sabrooke Unit
    2 at
    minimal levels necessary to provide steam for water demineralizers,
    heating the station,
    or to prevent stack deterioration until
    Unit
    3 is in operation.
    In addition, Petitioner seeks
    a
    modification of the operating restrictions on Unit
    2 until
    Petitioner can utilize the remaining approximately 2,000
    tons of coal in order to remove this potential source of
    dust and water pollution.
    Because of the necessity of operating one unit at the
    Sabrooke Station at some minimal level, the short duration
    of the extension,
    and the removal of
    a potential air and
    water pollution source, the Board finds that the order
    entered in PCB 74-16 on January
    3, 1975 should be modified
    as requested by Petitioner.
    The Pollution Control Board hereby orders that Para-
    graph 5 of the Order granted in Commonwealth Edison Company

    with the following:
    With respect to Sabrooke Station Unit
    2 variance is
    granted from Rule 3-3.112 until February 15,
    1975,
    subject
    to the following condition:
    Sabrooke Unit
    2
    shall
    be operated
    only after all available Edison capacity has been utilized,
    including Waukegan
    7.
    Notwithstanding the foregoing sentence,
    however, Sabrooke Unit
    2 may be operated at the minimal
    level necessary to provide steam was water demineralizers,
    ~e~ing
    the station,
    to prevent stack deterioration,
    and to
    assure
    consumption before close—down on February 15, 1975 of
    all coal now at Sabrooke Station.
