    Variance petition filed December 10,

    is inadequate
    in that no hardship is alleged nor is
    the specific rule given
    from which variance
    is
    desired.
    Petitioner
    is directed to Rule
    401 of the Procedural Rules
    of the Board for guidance.
    An amended petition shall be filed with the Board and
    Agency within 45 days
    of the date of this order.
    Failure to
    timely file shall make the petition liable to dismissal for
    inadequacy.
    The 90-day decision period set by statute shall run
    from the date of filing the additional information.
