On November 22, 1974,
Interlake Steel
filed its Motion for Order
Overruling Evidentiary Ruling of Hearing Officer.
This Hearing Offi-
cer admitted evidence presented by Interlake Steel, solely for the
purpose of supporting Granite City Steel’s proposal,
at hearing on
October 22,
1974.
The Board finds
this ruling
was
correct,
and
therefore
the
Motion
is denied.
In order to introduce evidence in
a regulatory proposal,
~t must be relevant to the proceeding.
It is our determination that
the Interlake material fits best into a new regulatory proceeding.
It
is substantially different from the Granite City Steel proposal.
The Environmental Protection Act states that a proposal to change
regulations must rnust~carrypetitions with 200 signatures

interrake cannot propose
a new regulation
without following the statutory requirements.

IT
IS THE ORDER of the Pollution Control Board that Interlake’s
