    Interim Order of the Board

    On May 15,
    1974,
    the parties
    in the above captioned cause
    filed a Stipulation and Proposal For Settlement
    (Stipulation)
    with the Pollution Control Board
    (Board).
    In our Order of
    October
    31,
    1974, we sought clarification on several issues not
    adequately explained in the Stipulation.
    In response to this
    Order, the parties filed a Joint Supplement
    to Stipulation and
    Proposal For Settlement
    (Supplement)
    on November 27, 1974.
    While the Supplement answered some of the questions raised by
    our October
    31 Order, additional facts are needed before the
    Board can consider whether to accept the Stipulation of the
    parties.
    The following questions need to be answered:
    1.
    What are the present total discharge levels of process
    waste water and what are the concentrations of BOD and TSS in
    this effluent.
    2.
    What methods are available to treat the 40,000 gallons
    per day of concentrated waste stream besides. dilution with cooling
    water as indicated in Appendix A.
    Federal at one time had a con-
    tract with the City of Morris to handle 200,000 gallons per day of
    process waste water
    (Stipulation paragraph 10).
    Since the City is
    now handling Federal’s low flow, why could not the concentrated
    waste stream mentioned in Appendix A be treated by the City when
    the proposed facility is completed?
    3.
    While Federal claims that it
    is not technologically or
    economically practical to reduce BOD or TSS levels in the con-
    centrated waste stream,
    no data were supplied to support this
    claim.
    Since dilution is permitted under Rule 401 of the Water
    Pollution Regulations only upon a showing of “best degree of
    treatment”, technical and economic information is required.
    4.
    The daily dilution of the 40,000 gallons of concentrated
    waste stream with 2,96 million gallons of cooling water,
    as in-
    dicated in Appendix A,
    seems to negate much of Federal’s “no

    discharge”
    goal on which approximately one million dollars was
    spent between 1969 and 1973
    (Stipulation paragraph
    6)..

    Explanation is needed for Federal~sstatement (Supple~

    to Order
    2) that upon completion of the proposed
    structure in Appendix A over 95
    reduction in TSS and over 85
    reduction in BOD will be achieved from previous
    (present?)
    levels..
    How are these percentages calculated?
    6.
    Explanation is needed on how the 97
    reduction in dis~
    charges by volume to the Illinois River was calculated.
    On or before February 15,
    1975,
    the parties shall file
    additional information to answer these questions and file any
    other information considered necessary to enable the Board to
    render its decision in this matter.
