    Proposal
    to amend the Water Pollution Regulations
    was
    filed by Curtiss Candy Company
    on September 20, 1974.
    The
    proposal did not contain
    200 signatures
    as required by the
    Environmental Protection Act
    (Section 28) and by the Pro-
    cedural
    Rules
    (Rule
    204)
    and
    thus does not mandate hearings
    before
    the Board.
    Substantially the same proposal
    is now
    before
    the Board in R74-l,
    R74-8, and R74-9 published in
    Newsletter No. 91, September 11,
    1974.
    The originator of the
    subject proposal
    is urged to present testimony before the
    Board in these similar proceedings.
    The proposal
    is dismissed without prejudice.
