    The September 25, 1974 letter from Chr\~s1erCorporation
    (filed October 10, 1974) is construed as a variance petition.
    It refers to NPDES permits authority for which is not yet
    granted by the United States government to the Board. Thus
    the Board is presently without jurisdiction to grant relief
    in this case.
    The case is dismissed without prejudice.
    IT IS SO ORDERED.
