    ORDER OF THE BOARD (by Dr. Odell)
    On May 27, 1975, the Illinois Pollution Control Board
    (Board) received from the Petitioner a request for “a six—
    month variance from the boron regulations in Rule 203(f) from
    June 31, 1975, to June 31, 1976, for the construction of
    alternate route ‘A’” to convey ash lagoon effluent to the
    Mississippi River. Route “A” is proposed to replace the current
    route of Petitioner’s ash lagoon effluent to the Mississippi
    River.
    More information is needed concerning the following three
    points to assist the Board in reviewing this case:
    1. Petitioner requests “a six—month variance
    from June 31, 1975, to June 31, 1976.” Petitioner
    should indicate whether a variance is requested
    for six months or one year (also, June contains
    30 days rather than 31 days).
    2. In paragraph 19 of the instant Petition for Variance,
    Petitioner refers to testimony in PCB 74-9 concerning
    the effects of boron on plants such as citrus crops.
    Petitioner should incorporate the records of PCB 74-9
    and PCB 74-423 into the record of the current case to
    provide previous information for use by the Board in
    deciding PCB 75—221.
    3. Petitioner should supply more detailed information
    concerning the possible environmental effects of
    releasing Petitioner’s ash lagoon effluent through
    route “A” and thence through the twin 60-inch
    culverts through the levee to the Mississippi River.
    Provisions must be made to avoid at all times (in-
    cluding periods when river levels are high) from
    contributing to the impoundment problems in the
    adjacent area behind the Mississippi River levee.
    Petitioner is to submit to the Board within 45 days of the
    adoption of this Order additional information concerning the
    above

    three points. The 90-day period in which a variance must be
    determined shall begin to run from the date that the Board
    receives the foregoing submission. Failure to timely file
    this requested information will make this Petition for Variance
    subject to dismissal on grounds of inadequacy.
