The proposed regulatory proceeding, initiated by

Southern Illinois Pcwer Cooperative, does not contain an

“adequate statement of reasons” for its adoption as required

by Section 28 of the Environmental Protection Act.

Southern Illinois Power Coperative shall supply an

adequate statement cf reasons within 45 days from the date

of this Order or the proposal shall be liable to dismissal.
