    The Petition for Amendments to the Water Pollution Regulations
    filed February 2, 1976 does not contain 200 or more signatures. Thus
    its proposal by the Board is wholly discretionary with the Board.
    The Illinois Environmental Protection Agency is asked to review
    the subject petition and advise the Board within 30 days of the date
    of this Order whether sufficient merit exists for (a) the Agency
    to propose the Petition as a regulation under its own authority or
    (b) the Agency recommends that the Board do so.
