FOR THE CONTROL OF SO2 EMISSIONS
ORDER OF THE BOARD
(by Mr. Goodman):
On September
26,
1975,
an amendment to section 10 of the En-
vironmental Protection Act mandating the implementation of Inter-
mittent Control Systems
(ICS)
became effective
(Ill.
Rev.
Stat.
1975, Chapter 111 1/2 §1010(h):
(h)
The Board
shall adopt regulations prescribing
the conditions under which existing fuel combustion emis-
sion sources may use intermittent control systems
in lieu
of compliance with sulfur dioxide emission standards.
Such
sources upon submission of proof that the use
of
a supple-
mental control system will not contribute to a violation of
ambient air quality standards for sulfur dioxide, may utilize
intermittent control systems,
under such conditions
as the
Board deems proper, until December
31,
1985.
Any source
utilizing intermittent control systems pursuant to such Board
regulations shall be
in compliance with sulfur dioxide
emission standards not later than December
31,
1985.
Before implementation of such ICS regulations,
it seems desir-
able to hold several
inquiry hearings in order to provide the Board
with information including but not limited to the following:
1.
The legal limits imposed upon Illinois by the Federal
Clean Air Act on non—degradation insofar as sulfur dioxide
regulations are concerned.
2.
The most recent developments
in ICS methodology.
3.
The effect ICS would have on ambient air quality and
how that effect may be minimized.
4.
The correlation,
if any, between ICS and sulfate levels,
acid rain, mercury and ozone
(photochernical oxidants)

5.
The economic implications of ICS.
The Board welcomes public participation in these inquiry hear-
ings and asks that persons interested in testifying make arrange-
ments with the Hearing Officer.
