My
reason for concurring
in this case
is that the record does
not explain why alternative techniques such as electroshocking or
seining are not viable.
All that is present is a conclusion that
they are not.
Wherever possible,
the introduction of chemicals to a body of
water which connects to a public water supply ought to be avoided.
Research may not have been done on all possible synergistic effects
and at some future date we may wish that non—chemical means of
counting fish had been used.
