ORDER OF THE BOARD (by Mr. Goodman):

On November 5, 1976, the Environmental Protection Agency and

Citizens for a Better Environment filed a complaint before the

Board charging Wells Manufacturing Company with violation of a

Board Order. The Board hereby orders the parties to submit briefs

within 45 days of the date of this Order on the question of whether

the Board has jurisdiction over the subject complaint.

IT IS SO ORDERED.
