ORDER OF THE BOARD

This case is before the Board on a Motion to Reconsider our
principal Opinion and Order in the matter, entered on May 6, 1976.
The Motion was filed in letter form by Mr. Sample on May 27, 1976.
We find that none of the issues raised by Mr. Sample with
regard to Rules 102 and 202 present grounds for revis~ionof our
Opinion and Order. Mr. Sample’s third prayer for relief, for a
Regulatory change, is not a proper Regulatory petition under the
Board’s Procedural Rules. Mr. Sample’s Motion for Reconsideration
is denied.
We do note, however, that Mr. Sample has correctly pointed
out an error in our May 6,
