OPINION AND ORDER OF THE BOARD
(by Mr. Young):
The Sanitary District of Elgin filed a petition on
September
7,
1976,
seeking continued relief from the phos-
phorus effluent standard set in Rule 407(b)
of Chapter
3:
Water Pollution Control Regulations.
The District is
presently operating its Main Treatment Plant under
a variance
granted in PCB 75-502, and which expires on December
1,
1976.
Because of construction setbacks due
to equipment delivery
and installation delays,
the District finds
it necessary
to
seek this compliance date extension for phosphorus
treatment.
The District is presently proceeding with
a program to
upgrade its treatment plant to a 17.0 MGD activated sludge
plant with phosphorus removal facilities and microstrainers
for advanced treatment.
The prior variance allowed the
District to forego installing temporary phosphorus removal
facilities,
facilities which were to be utilized for only a
short period of time and which carried
a high associated
cost of $40,000.00.
In its Recommendation
filed on October
27,
1976,
the

In view of the foregoing,
the Board will grant
the
relief
requested.
The variance will be extended subject to the con-
dition that the District shall maintain the phosphorus effluent
concentration at or belo~j1975 levels.
This Opinion constitutes
the Board’s findings of fact and
conclusions of law in this matter.

ORDER
The Sanitary District of Elgin
is
hereby granted variance
from Rule 407(b) of the Water Pollution Control Regulations
for its Main Plant from December
1,
1976 until
May
1,
1977,
subject to the condition that the District shall maintain the
phosphorus effluent concentration at or below its 1975 levels
of
4.9 mg/i.
