    The instant Petition for Variance was filed by the Village
    of Hebron, McHenry County,
    Illinois on July 29,
    1976.
    On September
    1976 the Agency filed its Recommendation
    in this matter, moving
    the
    Board to dismiss the Petition as unnecessary or as inadequate.
    In-
    asmuch as the Agency states that it would issue the Village of
    Hebron a construction permit upon proper application the Board hereby
    dismisses
    this cause as moot.
    IT IS SO ORDERED.
