    ORDER OF THE BOARD (by C.A. Manning):
    On January 16, 1997 the National Steel Corporation, Granite City Division (GCD) filed a
    request for an adjusted standard from the Board’s water quality standard relating to ammonia.
    Specifically, GCD requests permanent relief from the Board’s recently amended general use
    ammonia nitrogen water quality standards and the requirements for effluent modified waters
    (ammonia) specified at 35 Ill. Adm. Code 302.212 and 302.213, respectively. GCD states that it is
    seeking relief pursuant to the general standard set forth at 35 Ill. Adm. Code 301.108, since the
    applicable water quality regulations do not specify a level of justification. Section 301.108 sets
    forth the Section 28.1 criteria for granting adjusted standards.
    GCD has very briefly addressed the statutory criteria under Section 28.1 (c) of the
    Environmental Protection Act. However, the petition does not address the informational
    requirements of 35 Ill. Adm. Code 106.Subpart G. Specifically, the petition does not address the
    requirements specified at Sections 106.705 (b), (d), (e), (f), (g), (h) and (k). While GCD has
    requested hearing, it would not be fruitful to proceed to hearing until GCD files an amended
    petition curing these deficiencies. If GCD does not file an amended petition within 45 days of the
    date of this order, this petition will be subject to dismissal.
    Finally the Board notes that the attorneys for GCD are all from Pennsylvania. The filings
    do not indicate that they are licensed to practice in Illinois, and they have not filed motions to
    appear
    pro hoc vice
    as required by 35 Ill. Adm. Code 101.107(b). This should be corrected at the
    time the amended petition is filed as well.
