DISSENTING OPINION
(by Mr. Young):
From my examination of the record in this case,
it
is
my opinion that slight,
if
any, environmental hazard would
arise from the proposed activities of this Petitioner.
I
do not believe that the material to be disposed of would
create any environmental danger and that filling the existing
borrow pit with non—putrescible demolition materials and the
application.of final cover to raise the site to the original
grade would enhance the area rather than degrade it.
I think
that the possibility of any leachate reaching the Mississippi
and causing contamination of that River is highly speculative
given the inert nature of the proposed fill.
In view of the
minimal environmental impact,
I believe that hardship has been
shown sufficient to warrant the granting of this variance.
