SUPPLEMENTAL STATEMENT
(by Mr. Dumelle):
While
I agree with the unanimous Board Opinion that the
Metropolitan Sanitary District’s Tunnel and Reservoir Project
(TARP) “constitutes an acceptable compliance plan”
I do have some
reservations on the enormous estimated cost of TARP.
Recent newspaper stories put its estimated cost at
$2,300,000,000.
And if local connections are included,
the total
costs are then perhaps $5,700,000,000 or more.
Perhaps there are
cheaper ways to accomplish
the same end
—
that of water pollution
abatement from combined sewers.
Put another way,
TARP may be technically feasible
(and even
this has not yet been fully demonstrated)
but is it economically
reasonable?
