    ORDER OF THE BOARD (by R.C. Flemal):
    This matter comes before the Board on its own motion. On November 13, 1996 the
    County of Will (County) filed this administrative citation. The alleged observed violation
    occurred on October 21, 1996. Pursuant to Section 31.1(b) of the Illinois Environmental
    Protection Act (Act), the County was to complete service upon respondent within 60 days of
    the date of the observed violation. While the filings indicate that the County mailed notice to
    respondent on October 21, 1996 no affidavit of service has been filed with the Board. As
    service has not been perfected within the required 60 days after inspection, this matter is
    hereby dismissed and the docket is closed.
    IT IS SO ORDERED.
