    On April
    15,

    the Village of Crainville filed a Motion to
    Join Argonaut Insurance Company
    as
    a Necessary Party.
    The Board
    finds that Argonaut Insurance Company
    is not a necessary party to
    this action.
    The question of th~Company’s responsibility
    as surety
    is one of contract law and is inappropriate for resolution before
    this Board.
    The Motion is, therefore,
    denied.
    IT IS SO ORDERED.
