    filed a
    Request for Oral Argument.
    The Board hereby denies both the
    Motion and the Request.
    On September 9,
    1977,
    the Environmental Protection Agency
    filed
    a Motion to Dismiss the Agency as a Respondent in this
    matter.
    The Motion to Dismiss
    is hereby denied.
