The Petition for Variance filed
on August
9,
1977 by the
City of Mount Carmel is dismissed as inadequate.
The petition
does not provide the information required by Procedural Rule
401.
Additional information must be
provided
concerning the
size and location of the business or activity in question; the
quantity and types of materials used in
the
activity the vari-
ance
is sought for;
the nature and extent of present failure
to meet requirements of the regulations or the Act;
a detailed
compliance plan; an assessment of the environmental impact
the variance will impose on human, plant,
and animal life;
past efforts to achieve compliance; alternative methods available
to achieve compliance; and efforts to minimize any environmental
impacts during the variance period.
The petition must also con-
tain a request for a hearing if so desired by Petitioner or a
waiver thereof and a concise factual statement of
the
reasons
the petitioner believes compliance with the particular
pro-
visions of the regulations would impose
an arbitrary and
unreasonable hardship.
