    1977 Respondents filed a motion to
    reopen PCB 76-114 and modify the Board’s order of Novem-
    ber 10, 1977.
    Complainant filed a response in opposition
    on December
    12, 1977.
    The Board finds that Respondent’s
    motion raises no issues that were not fully considered at
    the time of the November 10,
    1977 order.
    The motion to
    reopen the record and modify the Board’s earlier order is
    denied.
