    ORDER OF THE BOARD

    On November

    1977, the Bo~
    received a letter from the
    Hearing Officer
    in this matter reuesting Board approval of his
    chairing a negotiating session bs~weenthe parties herein,
    All
    previous efforts at negotiation have been unsuccessful.
    The Board finds that the interest of the public will be
    served by allowing the Hearing Officer to chair a negotiating
    session between the parties herein and grants
    the Hearing Officer
    permission to do so.
    The Board notes that the Hearing Officer
    has no authority to speak on behalf of the Board on any substan-
    tive issues.
    Furthermore,
    any Stipulation arising out of negoti-
    ation sessions shall be presented at a hearing at which members
    of the public may testify.
    IT IS SO ORDERED.
    Mr. Young abstains.
