    On January 20, 1978, Petitioner moved the Board to Modify
    its prior Order dated December 20, 1977 or to schedule another
    hearing. Specifically Petitioner is asking the Board to recon-
    sider its decision to withhold the remedy of an abatement Order
    as a condition of this variance. Due to the extraordinary
    nature of this relief and the need for a record to support its
    use, the Board hereby remands this case for an additional hear-
    ing. This hearing shall be for the express purpose of receiving
    evidence on the issue of whether an abatement order is justified
    in this case.
