    A motion for modification of the May 1?, 1978 Board order
    in this matter was filed by the Environmental Protection Agency
    on June
    13,
    1978.
    The motion requested a penalty increase and
    a cease and de~istorder.
    The Board considered many factors
    in
    setting the penalty and is not convinced that a change
    is
    needed.
    Respondent Harden voluntarily ceased use of the
    unpermitted site and a cease and desist order
    is not necessary.
    The motion is denied.
    It is so ordered.
