    ORDER OF THE BOARD
    (by Mr. Dumelle):
    On April
    13,
    1978 the Agency requested that Rules
    501(1)
    and 501(j)
    of Chapter
    2:
    Air Pollution Control
    Regulations be amended.
    The Agency’s proposal would define
    a disaster and a disaster area as those declared pursuant
    to State or Federal Law.
    The impetus
    for this proposal
    is the March
    25,
    1978 declaration by the Governor of Illinois
    that
    24 counties
    in Central Illinois were disaster areas as
    a result of damage from the March 24-26,
    1978
    ice storm.
    The Board hereby finds that the Governor’s action enables
    the Board
    to act pursuant to Section 27(c)
    of the Act.
    An
    emergency has been found to exist in Calhoun, Cass,
    Champaign,
    Christian, Coles,
    DeWitt, Douglas,
    Edgar, Greene, Jersey,
    Pike,
    Logan,
    Macon, Macoupin, Mason, Menard, Montgomery, Morgan,
    Moultrie,
    McLean,
    Piatt,
    Sangamon,
    Scott.
    and Shelby Counties.
    For a period of 150 days from the date o~ Lhis Order,
    Rules 501
    (i) and
    501(j)
    of the Board’s Air Po1lutio~Control Regulations
    shall be amended
    to read as follows:

    A major disaster declared
    pursuant to the U.
    S. Disaster Relief Act of
    1970,
    Public Law 91-606, or declared by the Governor of

    Disaster Relief Act 1970, Public Law 91—606, or
    declared by
    the Governor of the State of Illinois pursuant
    to Section l108(a)of the Emergency Services and Disaster
    Act of 1975
    as amended, Chapter
    127 of the Illinois
    Revised Statutes.”

    These amendments shall apply only in those
    24 counties
    listed
    in this Order.
    These amendments shall take effect
    immediately.
    Hearings on the merits of this proposal will convene
    as soon as possible.
    In its evaluation of this proposal,
    the Board will consider whether or not these amendments
    should be adopted permanently on a statewide basis.
    It should be noted that the Agency’s Proposal called for
    Amendments

    501(c) and 501(d)
    and
