    On September 12,
    1978, the Environmental Protection Agency
    filed a Motion for
    a More Adequate Statement concerning Regula-
    tory Proceeding R78-8 filed August
    17,
    1978,
    a Petition to amend
    the chlorination requirements of Rule 305 in Chapter
    6:
    Public
    Water Supplies.
    According to the Agency,
    the Village of Orangeville sub-
    rutted a Petition which failed to meet the requirements of
    Procedural Rule 204(a)
    in that the Petition made mere conclusory
    allegations without reference to scientific studies or provide
    an adequate statement of supporting reasons.
    Having reviewed this matter, the Coard finds that the Peti-
    tioner contains conclusory statements as alleged by the Agency,
    but this
    is not sufficient to make the Petition defective.
    It
    is not the intention of
    the
    Board or its Procedural Rules
    to
    require the Petitioner to plead its evidence.
    Petitioner will
    he required to come forward with evidence and expert testimony
    to support the contentions alleged in its Petition at the appro-
    priate time during the hearings.
    Since the Petition is sufficient in its face,
    the Board will
    hereby dismiss the Agency’s Motion.
    Hearings will be set and sub-
    mitted
    for
    publication
    in
    the
    Environmental
    Pegister
    within
    seven
    days
    aftor
    this
    Order.
