    The Board finds that respondent

    B. Johnson has violated
    Sections 21(a) and 21(e) of the Act, and the Board imposes an
    aggregate civil penalty for both violations of $10,000.00
    The respondent shall, by certified check or money order,
    payable to the State of Illinois and designated for deposit into
    the Environmental Protection Trust Fund, pay the civil penalty.
    Payment shall be mailed to:
