(by Mr. Goodman):
The Board hereby proposes
to adopt the following amendment
to Rule 209(f)
of the Noise Regulations, Chapter
8 of the Board’s
Rules and Regulations.
This proposed amendment shall be subject
to a 60-day public comment period.

Rule 209: Compliance Dates for Part
2
(f)
Every owner or operator of Class C land now or
hereafter used as specified by SLUCM Codes 852
and 854 shall have

to and including
January
1,
1980,
to bring the sound from neces-
sary explosive blasting activities in compli-
ance with Rule 206, provided that such blasting
activities are conducted between 8:00 a.m. and
5:00 p.m. local time,
at specified hours pre-
viously announced to the local public, and that
the following standard practices are employed:
1.
Accurate drilling shall be maintained, and
setbacks shall be used to determine burden
on the following shot;
2.
Drill patterns having optimum spacing-to-
burden ratios shall be used;
3.
Proper stemming height and stemming
materials shall be used;
4.
The use of uncovered explosives,
such as
detonating cord,
shall be avoided;
5.
A longer delay interval between rows than
between holes in
a row shall be
used

7.
The rate of blast progression along the
face shall be kept subsonic, preferably
less than 500 feet per second,
to elimi-
nate beam formation;
8.
Weather conditions shall be considered,
and blasting shall be avoided under in-
clement conditions or early
in the
morning or late in the afternoon when
temperature inversions may be present
9.
The blast shall proceed in the proper
sequence;
10.
The maximum peak particle velocity of the
ground motion in any plane shall not ex-
ceed
1 inch per second at the immediate
location of any dwelling, public building,
schobi,
church,
or commercial or institu-
tional building;
and
11.
Airblast shall be controlled such that it
does not exceed 128 decibels linear-peak
for the surface mining of coal and for
stone quarrying,
as measured at any dwell-
ing,
public building,
school,
church,
or
commercial or institutional building.
