ORDER OF THE BOARD
(by Mr. Werner):
The Petitioner’s Motion to Reopen the Hearing and Supplement
the Record
in this case
is hereby granted.
The Hearing Officer is
directed
to convene a hearing as soon as possible for the purposes
set forth herein.
The Respondent’s Objection to the Motion to Reopen
the Record has been duly considered,
and Respondent’s request that
the Board deny Petitioner’s Motion to Reopen the Record is hereby
denied.
When the Petitioner introduces additional evidence concerning
the effect of its emissions on ambient air quality standards,
it may
well be advisable to also address those questions and issues raised
by the Illinois Environmental Protection Agency.
Similarly, when
modeling studies are performed
in the Decatur area to determine the
effect of a possible increase of emissions
at the Mt.
Zion glass
plant,
the current United States Environmental Protection Agency
Guidelines on Air Quality Models should be taken into consideration.
In addition to the foregoing,
in reference to the float glass
manufacturing process,
it would be appreciated
if the
Petitioner
could make
it crystal clear as to the flow of gases from the various
components to the stack outlet,
showing temperatures, weight flows
in pounds per hour,
and draft losses at the various critical points.
It would also be appreciated if these data
(as well as the data
used in the modeling studies) were calculated in the English
(foot-pound-second)
system,
instead of the metric
(cgs)
system, for
our evaluation.
