    OPINION OF THE BOARD
    (by Mr. Dumelle):
    On April
    26, 1979 the Board adopted a Final Order in
    this proceeding.
    The Final Order differs
    in several respects
    from the Proposed Order which was adopted on January
    4,
    1979.
    This Opinion will list and explain those differences
    in the order
    in which they appear.
    Rule
    203(c)
    The
    Agency recommended that some additional language be
    added at the end of this rule to make certain that Rule 402
    could not be applied
    to point
    source disharges which comply
    with Rule 407.
    The Board agreed and added a specific reference
    to Rule
    402.
    Rule 203(i)(9)
    The Agency asked the Board to designate this rule
    as
    deleted instead of renumbering Rules 203(i)(10)
    and 203(i)
    (11),
    The Agency felt that renumbering could lead to confusion
    in
    the future.
    The Board agreed.
    Rule 204
    The standard for iron was deleted since it is now the
    same as the standard in Rule 203(f) which controls.
    The Board received a comment from the Attorney General’s
    Office
    (P.C.
    #27) which stated opposition to eliminating the
    standard for parathion and recommended changing the standard
    from 0.1 mg/i to 0.03 mg/l.
    This number was based on a
    calculation for Acceptable Daily Intake done by the National
    Research Council
    National Academy of Sciences,
    Since the
    calculation
    was
    based
    on
    several assumptions which were
    not
    subject to examination on the record,
    the Board concluded
    that insufficient information exists
    in the record to justify
    changing the standard for parathion to
    0.03
    mg/i.

    The Board elected to keep
    the other parameters in Rule
    204(b) at the same
    levels
    as those prescribed in Rule 304 B
    4 of Chapter
    6:
    Public Water Supplies.
    This decision follows
    the Board’s prior position that finished drinking water
    standards should parallel raw water standards, wherever
    possible.

    Rule 404
    Rule 404(a)(i),
    404(a)(ii),
    404(c)(i),
    404(c)(ii),
    404(e), and 404(g) have been designated as deleted
    rules
    to
    avoid confusion over future interpretations of these rules,
    Rule 404(a)(iii) has been added at the suggestion of the
    Agency.
    This rule adds a slightly higher effluent limitation
    for suspended solids
    (37mg/i)
    for treatment works employing
    three stage
    lagoon systems. This allowance was made possible
    by the recent decision by USEPA to redefine secondary treatment
    for Illinois
    lagoons

    1978),
    The Agency contends and the Board agrees that
    this
    change will have no effect on the design standards of lagoon
    systems.
    The change will simply streamline the Agency’s
    monitoring and enforcement
    requirements.
    The Board hereby adopts its Proposed Opinion dated
    February 15,
    1979 and this Opinion
    in this proceeding.
