Petitioner’s Motion to Expedite Ruling on its motion to
stay the proceedings pending discovery is granted.
Petitioner’s motion to stay the proceedings pending dis-
covery
 is granted.
 The proceedings involve an appeal of a
permit denial under regulations superseded on September
 6,
1979 by our adoption of R78—1O.
 Such stay operates as a pro
tanto waiver of Petitioner’s statutory right
 to a decision.
Petitioner’s previously-filed waiver will be given effect upon
the Board’s vacating the stay hereby granted.
