Contrary to the arguments raised in Respondent’s Motion,
the
Board finds that the Board does have jurisdiction over the U.S.
Postal Service in this proceeding and that the U.S. Postal Service
is a “person” within the meaning of the Environmental Protection Act
and the Noise Regulations
(Chapter
8 of the Board’s Rules and Regula~
tions).
The motion to dismiss is hereby denied.
