On April
17,
1981 the Illinois Institute of Natural Resources
(INR)
submitted to the Board its first economic assessment of
an existing rule.
This study evaluates the economic impact
of Rule 602 of Chapter
3:
Water Pollution,
which regulates
combined sewer overflows.
The INR is required to study all rules which were in existence
at the time economic impact studies were first required as
part of the regulatory process

Upon such a study becoming available to the public
and being
filed with the Board, the Board is required to
conduct hearings throughout the state within 120 days

These hearings will be in
the nature of “inquiry” hearings to aid the Board in determining
whether Rule 602 should be modified or eliminated.
In order to insure conformity with the statutory mandate,
hearings upon this study are hereby authorized and shall
be set no earlier than 30
days after multiple copies become
available to the public and no later than August
15,
1981.
