    FINAL ORDER OF THE
    BOARD
    (by J. Anderson):
The Board hereby adopts the following amendments to Chapter
    8:
    Noise.
In response to suggestions made by the Joint Committee
    on Administrative Rules
(JCAR) during the second notice period,
    certain changes have been made.
    JCAR suggested deletions have
    been interlined, and additions underlined.
    The JCAR has stated
that it has no objections to these rules.
    The Clerk is directed
to file these final rules with the Secretary of State,
    to become
    effective June 1,
    1981.
    Chapter
    8:
    Noise
    Rule 101:
    Definitions
    Impulsive sound:
either a single pressure peak or a
    single burst
    (multiple pressure peaks)
    for a duration
    usually less than one second.
    Examples of impulsive
sound sources are a drop forge hammer and explosive
    blasting.
    Slow Dynamic Characteristic:
    The dynamic character-
    istic specified as
    “Slow”
    in ANSI document Si.4—1971
    (R1976)
“Specification for Sound Level Meters”r er
    ee—~ev~s4ei’te.
    C-weighted Sound Level:
    In decibels,
    a frequency
    weighted sound pressure
    level, determined by the use
of the metering characteristic and C—weighted network
    specified in ANSI document S1.4—1971
    (R1976)
    “Specifi-
    cation for Sound Level ~
    Fast Dynamic Characteristic:
    The dynamic characteristic
specified as “Fast” in ANSI S1.4—1971

    cation for Sound Level ~

    Rule 208:
    Exceptions
    (a)—(g)
    No change.
    (h)
Rule 206 shall not apply to impulsive sound produced
by explosive blasting activities conducted on any
Class C land used as specified by SLUCM codes
    852
    and
    854, but such operations
    shall be governed by
    Rule 210.
    Rule 209:
    Compliance Dates For Part
    2
    (a)—(e)
    No change.
    Deleted
    (g)—(j)
    No change.
    Rule 210:
    Impulsive Sound from Explosive Blasting
    (a)
    During the daytime hours,
    after sunrise and before
    sunset,
no person shall cause or allow any explo-
sive blasting conducted on any Class C land used
as specified by SLUCM codes 852 and
    854 so as to
allow the emission of sound to any receiving Class
A or B land which exceeds the allowable outdoor
C—weighted sound levels, measured with the slow
    dynamic characteristic,
    specified in Table
    6, when
measured at any point of interference with the use
of w~h4~such receiving ClassA or B
    land.

During the nighttime hours, after sunset and before

    in Tables

7 shall be reduced by 10 decibels except in
    emergency situations where
    rain,
    lightning,
    other
atmospheric conditions, or operator or public safety
    requires unscheduled nighttime hour explosive
    blasting.
    (c)
Persons causing or allowing explosive blasting to
    be conducted on any Class
    C
    land used as specified
by SLUCM code 852 or 854 shall notify the local
    public of such blasting prior
    to its occurrence,
except when emergency situations require unscheduled
blasting, by publication of a blasting schedule,
    identifying
the work days or dates and time periods
when explosives are expected to he detonated,
    at
    least every three months
    in a newspaper of general
circulation in the locality of the blase site.
