Pursuant to a preliminary injunction entered in the Circuit

Court of the Thirteenth Judicial Circuit in LaSalle County on

April

1981, the Board hereby orders that proceedings

in this

matter are stayed effective April

1981 and will remain so until

a final adjudication is reached in the state courts regarding that

matter.

Consistent with the terms of the Court’s April

6,

1981

Order,

proceedings in this matter are stayed pending a final adjudication,

including any appellate review, of the injunction action.

The

Board construes the April

6 Order as stopping the statutory

90-

day period as of that day,

leaving approximately 20 days to run

before final action is required of the Board upon recommencement

of these proceedings.

Dr. Satchell dissents.
