    1980 Petitioner filed

    motion for emergency decision upon that motion.
    The Board reiterate

    its Order of March 19, 1981.
    These October 14, 1980 Board appeals of the Agency’s September
    9,
    1980 modifications of construction and operating permits have
    the effect of maintaining
    the February 20,
    1980 permits in effect
    while the permit appeal process continues.
    The fact that the
    September modifications included an expiration date of January
    ~,
    1981 does not affect this result.
