On March 26,

1981 the Village of Western Springs

(Villaqe)

filed a motion for rehearing in this matter.

That motion

is hereby denied.

However, the Village also requests that

the Board’s Order of February 19,

1981 he vacated.

The Board

hereby vacates the Opinion and Order of that date in that

an error was made regarding

the

briefing schedule.

All briefs

have now been submitted and considered,

and the Board hereby

readopts the Opinion and Order of February

19,

1981 with the

exception that the last sentence of the first paragraph be

replaced with the following:

Mr. Burns filed his closing brief on February

10,

1981

and the Village of Western Springs filed its closing

brief, in the form of

a memorandum

in support of

a motion

for rehearing,

on March 26,

1981.

The effective date of the order, therefore, becomes

the date of this Order.

IT IS SO ORDERED.
