SECOND NOTICE.
ORDER OF THE BOARD

On December
4,
1980,
the Board ordered publication of the
First Notice of rules to limit the sound emitted by the explosive
blasting activities of the coal mining and quarrying industries.
These proposed rules were published in the Environmental Register
#229, December 18,
1980 and in the Illinois Register, Vol
5,
pp.
5—11, January
2,
1981.
In response to public comments, the Board
has eliminated the expiration date of the rules,
and has redefined
daytime hours as being after sunrise and before sunset,
rather
than being from 8:00 a.m.
to 5:00 p.m.
No other
substantive
revisions have been made.
The Board directs that second notice
of the proposed rules be submitted to the Joint Committee on
Administrative Rules, which read as follows:

Rule 101:
Definitions
Impulsive sound:
either
a single pressure peak or a
single burst
(multiple pressure peaks)
for a duration
usually less than one second.
Examples of impulsive
sound sources are a drop forge hammer and explosive
blasting.
Slow Dynamic Characteristic:
The dynamic character-
istic specified as “Slow”
in ANSI document S1.4—1971
“Specification for Sound Level Meters”,
or subsequent
revisions.
C—weighted Sound Level:
In decibels,
a frequency
weighted sound pressure
level,
determined by the use
of the metering characteristic and C—weighted network
specified in ANSI document S1,4—1971 “Specification
for Sound Level Meters”,
or subsequent revisions.
Fast Dynamic Characteristic:
The dynamic characteristic
specified as
“Fast”
in ANSI S1.4—1971
“Specification
for Sound Level Meters”,
or subsequent revisions.
