The Board notes that it issued its Opinion in this matt~’~r‘n

 1980
 (covering both this proceeding and the one of R76~-l4,
forging noise),
 specifically at pages 2—3 and
 7.
The repealed Rule 205 had read:

Except as elsewhere

 2 provided,

The amended Rule 209(c) now reads:

 Every owner or operator of an existing property-line-noise-
source who emits sound which exceeds any allowable octave
band sound pressure level
 of Rules
 202,
 203,
 or 204 e~~9?~
by
 10 dB or more in any octave band with a center frequency of
31.5 Hertz,
 63 Hertz or 125 Hertz
 shall comply with the
standards and limitations of Part
 2 of this Chapter on and
after
 eighteen
 months
 from
 the
 effective
 date
 of
 this
 Chapter.
