    ORDER OF THE BOARD (by J.D. Dumel.e):
    On February 15, 1981 the City of Marquette Heights (City)
    filed a motion to compel joinder. That motion is granted and
    the developers of Outlot H are hereby joined as respondents.
    The City is, however, required to present proof of service
    to the Board. The motion indicates a first class mailing and
    includes what purports to be proof of service, but there is
    no proof of service as required by Procedural Rule 305.
    IT IS SO ORDERED.
