    The Agency’s May
    22,
    1981 Motion to Lift Stay of Permit
    Conditions is hereby denied.
    The affidavit accompanying Album’s
    May 28 Response indicates that it is aware of and has been carrying
    out its responsibility to conduct its incineration operations in
    an environmentally sound fashion during the pendency of this stay.
    The Board, by its Order of May 28,
    1981,
    has directed that this
    appeal proceed to hearing expeditiously.
    Under these circumstances
    and at this time,
    the Board finds no need for modification of its
    May
    1 Order.
    The Board, however, will state in clarification, that the
    Order stays only the contested conditions of this permit.
